I cannot find a description anywhere of how to create a new EMu user, I have looked in the online help and online.
Is adding keys and values into the registry really the only way? Is there an example of how to do this anywhere?
I am using Linux 18.02 LTS and EMU version 5.

First, the user needs an account on Linux. Then you need to create the proper registry entries in EMu. EMu needs to know which groups this user belongs to and any other permissions. At minimum all you need is one EMu registry entry, proving the group already exists.
Key 1 = User
Key 2 = username, i.e Tom Jones
Key 3 = Group
Value = name of group Tom Jones is part of, i.e Singers

I had sort of worked out that's what I have to do, but thought that surely there must be a better way and someone would say "No, no, no, use the "Adduser" applet" or something!
So I guess I just click on the Registry button and then New Record.
I expect this is why our copy of EMu seems to be replete with expired users. Getting rid of them is not a trivial matter.
