Viewing Security for reports - do not show full user/group list

When building a Report, you don't see the list of fields to add until you click the add button. You only see the fields that are already included in the report.  So why does the Security tab in Report Properties for a record not operate the same way?

When you click on the Security tab it shows the added groups/users, but also retrieves and displays all the possible groups.users available. This takes quite a while, when quite often all I want to see is who already has access.  I think it would make more sense if Security tab operated the same way as adding fields, and would be more consistent with how /Security is implemented across the rest of the system.

This would also apply to Sorts, List Views etc.
